Job Overview
The HSE Inspector will oversee contractor activities along the railway right of way, ensuring compliance with safety regulations and railway route protection procedures in Dubai. This temporary position requires vigilant monitoring of safety standards and documentation to safeguard site operations.
Key Responsibilities
- Carry out thorough inspections of contractor work access to the railway right of way, documenting findings and ensuring adherence to established Railway Route Protection Procedures.
- Confirm that all necessary permits to work, risk assessments, and method statements (RAMS) are prepared and correctly implemented before site work begins.
- Supervise onsite operations to ensure compliance with electrical, signalling, track, and general safety standards, with authority to stop activities to mitigate risks.
- Manage access control processes including issuing permits, coordinating rail block notifications, and liaising with rail operators and maintenance teams to maintain safety.
- Communicate corrective measures and conduct follow-up inspections to ensure issues are resolved.
- Deliver safety briefings and toolbox talks to contractors regarding safety requirements and Route Protection rules.
- Prepare detailed reports and assist with investigations related to access on the railway right of way.
- Maintain accurate records of inspections, permits, clearances, and access logs for audits and regulatory compliance.
- Contribute to continuous improvement efforts by enhancing access protocols, risk management controls, and compliance with Dubai Railway Law.
Required Qualifications and Skills
- At least 3 years of experience in transport or construction site safety, particularly in right-of-way access management or contractor supervision.
- Familiarity with safety assurance standards, laws, and regulations applicable to the transport or construction sector.
- NEBOSH certification to demonstrate professional safety knowledge.
- Proficient understanding of risk assessments, RAMS, and permit-to-work procedures.
- Exceptional attention to detail and strong observational skills to uphold strict safety compliance.
- Possession of a valid UAE Driving License.
