Role overview
This position is for a PMIS / Document Control Manager to oversee the setup, integration, and day-to-day running of project management information systems and document control processes for major rail programs in Saudi Arabia. The role is responsible for ensuring strong document governance, reliable workflows, accurate data handling, and compliance across all project stages.
PMIS management
- Set up, configure, and improve PMIS platforms for complex rail projects involving multiple disciplines.
- Handle data transfer, connect systems where needed, and coordinate user acceptance testing.
- Provide training to internal teams and external stakeholders so they can use the PMIS effectively.
Document control
- Create, apply, and maintain document control procedures, workflows, and standards aligned with client and company requirements.
- Ensure strict compliance with document numbering, filing, approval, and distribution rules.
- Manage controlled records such as drawings, reports, correspondence, and contracts to ensure they are delivered securely, accurately, and on time.
Leadership and team management
- Supervise and develop a team of document controllers and PMIS administrators.
- Work closely with Engineering, Construction, Quality, and Compliance teams to improve information management practices.
- Carry out routine audits to maintain system accuracy and support ongoing improvement.
Liaison and reporting
- Coordinate with client representatives, joint venture partners, and subcontractors on document and data management needs.
- Prepare dashboard updates and KPI analysis for senior leadership and project stakeholders.
- Oversee document control and distribution activities to meet contractual and regulatory obligations.
Continuous improvement
- Spot opportunities to strengthen document control and PMIS processes.
- Introduce digital tools and innovative approaches that improve efficiency and streamline operations.
Requirements
The role calls for an experienced professional with a technical background and strong leadership capability. Applicants should hold a bachelor’s degree in Engineering, Information Management, Project Management, or a closely related field.
A minimum of 15 years of experience in document control and information management is required, ideally gained in rail, transit, or large infrastructure environments. Hands-on expertise with PMIS platforms such as Aconex, Bentley eB, Primavera Unifier, Asite, or comparable systems is expected.
Knowledge of BS/ISO 19650, common data environment principles, and related industry standards is important, along with substantial PMO experience on large or multi-package rail projects. Prior Middle East experience is mandatory.
