Role overview
Parsons is looking for a disciplined and senior-level Document Control Manager to own the information management structure for a large-scale program in Tabūk, Saudi Arabia. The position is centered on controlling the full lifecycle of engineering, commercial, and legal records across major infrastructure packages while maintaining strict compliance, reliable data quality, and tightly managed access.

Key responsibilities
- Set up, maintain, and continuously improve program-wide document control rules, numbering systems, and operating procedures for internal teams, contractors, and subcontractors.
- Lead the rollout, tuning, and day-to-day operation of the Enterprise Document Management System, making sure metadata is accurate and the platform is configured properly.
- Supervise a multinational document control team and carry out regular quality checks to prevent indexing mistakes, overdue items, and missing document revisions.
- Protect confidential and restricted project information by enforcing strict security, privacy, and access-control requirements aligned with client and company standards.
- Prepare document status dashboards, turnaround-time analysis, and engineering submittal reports for senior leadership to identify delays and workflow issues.
Required background
This role calls for at least 15 years of steadily growing experience in document control and records management on major, complex construction or infrastructure programs, including leadership or managerial responsibility.
A bachelor’s degree in Business Administration, Information Management, Engineering, or a related field from an accredited institution is required. Professional certification in information governance or records management is considered a strong advantage.
Candidates should bring advanced expertise in leading EDMS tools such as Aconex, ProjectWise, or PMWeb, along with a strong understanding of engineering drawings, design stages, and contract closeout documentation processes.
Applicants must be prepared to relocate to Tabuk and work on-site full time. Experience supporting Saudi Arabian giga-projects such as NEOM, Trojena, Oxagon, or Red Sea Global will be viewed very favorably.
The role also demands excellent organization, sharp attention to detail, strong English communication skills, and confident leadership to coordinate contractors and maintain strict compliance under demanding schedules.
