Role overview
PIPECARE Group is seeking a seasoned Cost Controller for its Dammam, Saudi Arabia operations. The position focuses on keeping project spending under tight control, tracking financial commitments, and preparing accurate cost reporting for local and regional projects.
The company serves the global oil and gas sector with technology-led and service-led solutions that help customers protect the integrity of pipeline and facility assets. This role sits within the oil and gas / in-line inspection services environment.
What the role involves
- Track project budgets, commitments, actual spend, accruals, forecasts, and cost-to-complete for Saudi Arabia projects.
- Create, check, and refresh project estimates, budgets, and cost build-ups across labor, materials, equipment, logistics, subcontracting, and other project expenses.
- Review supplier, vendor, and subcontractor invoices and claims against purchase orders, contracts, delivery evidence, service confirmations, and approved budgets.
- Support project planning by following milestones, deliverables, resource use, billing checkpoints, and the cost impact of schedule changes.
- Monitor variations, change orders, additional scope, and the related cost and revenue effects.
- Prepare monthly cost statements, budget-versus-actual analysis, forecast updates, cash flow inputs, and management dashboards.
- Work with Procurement, Logistics, Finance, and Operations to follow purchase orders, deliveries, invoices, and project close-out progress.
- Assist in technical and commercial review of tenders, subcontractor pricing, service agreements, and pricing assumptions.
- Assess financial and project risks such as overruns, margin pressure, and feasibility concerns, then suggest corrective action.
- Join project discussions, coordinate with internal stakeholders and external clients as needed, and help resolve cost-related issues quickly.
- Carry out any other tasks assigned by management in support of project delivery, financial control, and business goals.
Experience and qualifications
The ideal candidate should hold a bachelor’s degree in Finance, Accounting, Business Administration, or a closely related field, and bring at least 5 years of experience in project cost control, project accounting, planning, or commercial finance. Background in oil and gas, industrial services, construction, or technical services is preferred.
Strong capability in budgeting, forecasting, cost analysis, invoice checking, project reporting, and variance analysis is expected. Advanced Excel proficiency is required, along with working knowledge of ERP, accounting, or project management systems. Clear communication with project managers, finance teams, procurement, logistics, suppliers, and client representatives is essential. Professional qualifications such as ACCA, CMA, or CPA are considered an advantage.
Physical and workplace requirements
- Ability to lift and carry up to 50 pounds.
- Comfort with walking, climbing, and moving around refinery or plant environments, including access to elevated platforms via ladders and stairwells.
- Clear speech, hearing, or other communication ability to interact effectively.
- Ability to stay focused while handling multiple tasks at once.
- Willingness to wear required safety equipment in manufacturing or industrial settings where needed.
- Sufficient mobility and reflexes, with or without reasonable accommodation, to perform office work and travel to off-site locations when required.
