Job Purpose
HanmiGlobal is looking for an accomplished Project Manager to join its program management and PMCM function in Saudi Arabia. The role will be based in Riyadh and will focus on leading a multidisciplinary PMCM team at work-package level for a large land and infrastructure development program being executed for a major government client.
In this position, you will oversee the day-to-day delivery of a significant land development and infrastructure assignment on the client’s behalf. Your responsibilities will include supervising developers, contractors, consultants, utility providers, and other stakeholders through the construction and handover stages. The role calls for strong capability in design-and-build construction management, contract administration, program controls, quality oversight, commercial management, stakeholder coordination, risk management, and project governance so that delivery aligns with client objectives, approved timelines, budgets, quality expectations, statutory obligations, and PMCM governance processes.
You will also lead the Site Management Team and act as the main liaison between the Program Management Office and the project delivery teams. The position reports to the Program Director.
Key Responsibilities
- Direct the end-to-end delivery of the assigned project package on the client’s behalf across design, construction, testing, commissioning, handover, and close-out.
- Manage a cross-functional site team covering engineering, commercial, planning, quality, HSE, contracts, interface, construction management, and supervision functions.
- Track the performance of the design-and-build developer, contractors, consultants, and utility providers to confirm they meet contractual duties, approved designs, project specifications, and client expectations.
- Control construction execution to support safe, effective, and on-schedule delivery of roads, utilities, drainage, irrigation, telecommunications, public realm works, and related infrastructure.
- Check compliance with approved design and construction programs and measure progress against critical milestones.
- Chair weekly and monthly progress discussions with contractors, consultants, utility bodies, and client representatives.
- Facilitate multidisciplinary technical reviews to resolve engineering, construction, and interface challenges that may affect delivery.
- Assess contractor recovery strategies, mitigation actions, and acceleration proposals when delays arise.
- Oversee commercial matters such as progress measurement, variations, claims, cost tracking, and payment recommendations.
- Ensure project quality systems, inspection processes, testing requirements, and non-conformance handling are properly applied.
- Manage project risk through early identification, mitigation planning, and regular updates to the risk register.
- Coordinate approvals with statutory bodies and utility providers to keep project execution moving without interruption.
- Maintain effective stakeholder coordination and interface management among all participating organizations.
- Review monthly project reports covering progress, cost, schedule, quality, HSE performance, risks, issues, and major achievements.
- Lead handover, defect resolution, close-out documentation, and final acceptance activities.
- Coach and develop the delivery team while encouraging teamwork, accountability, and ongoing improvement.
Requirements
Qualifications and Experience
- A bachelor’s degree in Civil Engineering or Construction Management from an accredited university is required.
- Professional registration or Chartered Engineer status is an advantage.
- At least 20 years of professional experience in infrastructure, land development, or large-scale urban development programs is required.
- At least 10 years of experience leading multidisciplinary Program Management, PMCM, and Construction Supervision teams is required.
- Proven track record of delivering major land and/or infrastructure developments in Saudi Arabia or the GCC region.
- Prior client-side, PMCM, or consultancy experience is essential.
- Strong knowledge of FIDIC contracts, construction management, program controls, and commercial administration.
- Experience working with government authorities, utility providers, and multiple contractors.
- Excellent leadership, communication, negotiation, and stakeholder management abilities.
