Functional Analyst

Role overview

The ECM Functional Analyst role is centered on understanding business needs, shaping solution design, validating system behavior, and documenting the enterprise content management platform that runs on IBM FileNet. This position bridges government stakeholders and the technical team, helping ensure the platform delivers reliable service and continues to provide value across departments.

Key responsibilities

• Work with stakeholder teams to collect, interpret, and record business and functional needs for ECM initiatives.
• Develop solution recommendations for ECM use cases, including feasibility reviews and impact assessments.
• Convert business needs into functional requirements, workflow logic, and technical configuration details.
• Set up and support IBM FileNet CPE, ICN, and connected sub-systems.
• Build and tune FileNet Process Engine workflows for approvals and document lifecycle automation.
• Carry out data analysis and field mapping for ECM integrations such as ICC for SAP, Kofax/KTA, and CMIS/REST APIs.
• Conduct functional and regression testing, support UAT with business teams, and track defects in Jira.
• Assist after deployment and prepare bilingual English/Arabic user guides and training materials.
• Review platform performance and identify opportunities to improve efficiency and stability.
• Keep up to date with IBM FileNet product developments and ECM best practices, and recommend useful enhancements.

Qualifications and experience

Applicants should hold a bachelor's degree in Computer Science, Information Systems, or a closely related field. An IBM FileNet or other ECM certification, such as AIIM CIP or an equivalent credential, is required. Business Analysis certification, such as CBAP or an equivalent, is preferred, and ITIL Foundation or PMI-ACP is also an advantage.

The position calls for more than 6 years of experience in ECM-related business analysis or functional analysis, with at least 4 years of hands-on production experience on IBM FileNet. The role also requires practical knowledge of FileNet CPE, ICN, Process Engine, Kofax/KTA, ICC for SAP, and CMIS/REST APIs, along with strong skills in requirements elicitation, solution design, and functional documentation. Experience in system testing, UAT coordination, and defect handling is essential.

Additional requirements

Excellent communication and stakeholder management skills are needed for collaboration with both technical and business groups. Familiarity with project management methods and tools will be considered beneficial. Experience in government or public sector environments is an added advantage. The role requires bilingual English and Arabic capability.
