Position Overview
The London Police Service is hiring a permanent, full-time Supervisor, Procurement within the Facilities, Finance, and Fleet Division. This is an existing vacancy, and the start date is to be determined. The role is based in London, Ontario, and follows a day shift schedule from Monday to Friday.
Compensation
The starting salary is $106,912, increasing to $125,107 at 30 months.
Role Summary
This position leads the Procurement Unit and oversees sourcing, purchasing, logistics, and administrative activities that support both day-to-day operations and capital needs. The supervisor develops procurement approaches that align with organizational priorities, budgets, and risk controls, while also managing supplier relationships, contract discussions, and financial support for the unit. The role is central to maintaining strong procurement and contract management standards across the organization.
Key Responsibilities
- Direct, support, coach, and assess Procurement Unit staff while building a strong, high-performing team and using personnel effectively.
- Create and improve procedures that strengthen the unit’s operations, support ethical and sustainable procurement, and allow for adoption of new technologies.
- Organize, assign, and monitor work to maintain accuracy, policy compliance, and deadlines.
- Encourage collaboration and strong team performance.
- Provide coaching, training, and technical procurement expertise to staff involved in procurement activities.
- Oversee the creation, rollout, and maintenance of procurement processes and standard operating procedures.
- Ensure compliance with organizational policies and reduce procurement risks by managing performance bonds and handling tariff, pricing, and sole-source issues.
- Manage purchasing and contracting for goods and services that support operations, including regular planning and review meetings.
- Handle the full vendor lifecycle, including onboarding, evaluations, renewals, amendments, obligations, closure, and continuity of service.
- Address supplier performance and contract issues, strengthen vendor partnerships, and negotiate terms that improve value and supply chain stability.
- Maintain the contract registry for all goods and services agreements.
- Track, follow up on, and resolve procurement-related operational issues.
- Prepare, monitor, and audit budgets; analyze costs; identify savings opportunities; and support forecasting with accurate data.
- Approve procurement-related financial transactions, including accounts payable and accounts receivable.
- Contribute to annual operating and capital budget planning and development.
- Work with internal departments to forecast procurement requirements and align purchasing with operational and capital priorities.
- Support internal and external audits related to procurement and assist with tangible capital asset reporting.
- Ensure compliance with applicable legislation, procedures, and procurement policies.
- Perform additional duties that fit the core competencies of the position.
Requirements
- A four-year university degree in Business Administration, Accounting, Commerce, Purchasing, Supply Chain Management, Logistics, or a related discipline, plus additional specialized coursework of up to one academic year, or an equivalent combination of education and experience.
- A Certified Professional Public Buyer (CPPB) designation or a comparable procurement or supply chain certification.
- Four to five years of relevant experience.
- Knowledge of the design and construction sector, including its established procurement processes, documents, and standard contracts.
- Experience with public-sector procurement at the federal, provincial, or municipal level is considered an asset.
- Strong judgment and problem-solving ability to develop practical, compliant, and cost-effective procurement solutions and apply policies appropriately.
- Well-developed communication skills for regular interaction with internal members and external agencies, including situations that require explanation, discussion, tact, and professionalism.
- Ability to sustain focused attention on detailed work, document review, contract scrutiny, and report preparation that may involve detailed analysis and creative writing.
- Work is normally carried out in a standard office setting.
