Role overview

This position is for an NEC4 ECC Project Manager based in Dublin. The role focuses on managing Design and Build contracts for schemes delivered on behalf of the NTA, ensuring administration is handled promptly, proactively, and within all contractual response timelines. Core duties include overseeing payments, programme management, compensation events, and risk management through the early warning process, along with issuing the required instructions, notices, and other contractual communications.

The role also requires close collaboration with the NEC4 ECC Project Supervisor, Commercial Manager, Scheme Delivery and Integration Lead, and relevant NTA contacts, with a strong emphasis on mutual trust, cooperation, and integrated working rather than isolated decision-making.

In addition, the Project Manager will support the Design and Technical Services Lead in building and leading the CBCIW Client Organisation at site level for the assigned scheme. This includes setting strategic direction, leading site-level subfunctional teams, carrying out detailed financial and resource planning, and supervising the day-to-day work of CP staff to support successful CBCIW delivery.

The role further acts as the main link between site level, CBCIW core level, and other relevant NTA stakeholders. It includes encouraging knowledge sharing between CP staff and NTA staff, coordinating reporting to the PMO and other governance-driven reporting, and taking responsibility for the performance of deployed CP personnel. A continuous improvement mindset and use of best practice are expected throughout scheme delivery.

Key responsibilities

• Administer NEC4 ECC Design and Build contracts for the assigned schemes in line with contractual timelines.
• Manage payment processes, programme updates, compensation events, and early warning risk controls.
• Issue instructions, notices, and other contractual communications as required.
• Work collaboratively with internal and external stakeholders while maintaining a spirit of mutual trust and cooperation.
• Coordinate with the NEC4 ECC Project Supervisor, Commercial Manager, Scheme Delivery and Integration Lead, and NTA representatives.
• Support the Design and Technical Services Lead in establishing and leading the CBCIW Client Organisation at site level.
• Lead site-level subfunctional teams and oversee operational delivery across the assigned scheme.
• Carry out financial and resource planning for the scheme.
• Supervise CP staff activities and ensure efficient, effective delivery of tasks.
• Serve as the primary contact between site level, CBCIW core level, and relevant NTA stakeholders.
• Promote knowledge transfer between CP and NTA teams.
• Coordinate PMO reporting and any other governance-related reporting requirements.
• Monitor and support the performance of deployed CP personnel.
• Embed continuous improvement and best-practice approaches into scheme delivery.
• Provide support on the activities outlined in Section 6.B of Appendix 1 to the Client Partner Scope of Services.
• Where needed, support the Commercial Manager with the activities described in Section 6.D of Appendix 1 to the Client Partner Scope of Services.

Experience and requirements

• At least 15 years of project management experience across the full project lifecycle through completion on high-value road and/or infrastructure projects, or work of similar scale and complexity to CBCIW.
• At least 3 years of experience acting as NEC ECC Project Manager on a major civil engineering project valued at €50 million or more.
• Demonstrated ability to manage engineering delivery in complex urban environments.
• Experience building collaborative team cultures and engaging multidisciplinary teams.
• Background in advising clients on procurement and contract operations.
• Experience supporting tendering processes under relevant regulations.
• Ability to develop scope and contract documentation with design teams.
• Experience administering contracts as a manager and as the employer’s agent.
• Strong understanding of NEC3 Works Information and NEC4 Scope.
• Ability to issue variation instructions and manage compensation events.
• Experience responding to NEC-related matters within prescribed deadlines.
• Understanding of Contract Data setup and Scope requirements.
• Experience auditing contractor accounts and records on target cost contracts.
• Ability to review and approve contractor programmes.
• Capability to assess programmes, including float, time risk allowances, concurrency, logic links, key dates, and programming tools.
• Experience evaluating compensation events for both time and cost impact.
• Comfort working on site, ideally in a live urban environment.
• Ability to document and apply best-practice construction project management standards.
• Track record of delivering construction or asset delivery projects on schedule and within budget.
• Experience leading high-performing teams, including performance management and resource planning.
• Ability to influence stakeholders at all levels and improve project processes and guidance.

Education and credentials

A bachelor’s degree in civil engineering, or an equivalent qualification, is required. The following are preferred: NEC ECC Accredited Project Manager certification, Safepass accreditation, and Chartered Engineer status through IEI, ICE, or an equivalent professional body.
