Role Overview

This role is designed for a senior program leader who will guide major healthcare modernization and operational improvement efforts tied to the U.S. Department of Veterans Affairs and the Veterans Health Administration. The position combines program leadership with coordination, analytics, financial tracking, process improvement, and change management to keep high-priority initiatives moving forward.

You will act as the main point of contact between contractor leadership and VA stakeholders, helping ensure delivery quality, contractual compliance, risk control, and steady progress across several enterprise efforts such as the Federal Electronic Health Record modernization, PACT Act work, access improvement initiatives, OPPE, and other emerging priorities.

What You Will Do

  • Direct the full lifecycle of complex healthcare programs, from planning and launch through execution, monitoring, and closeout.
  • Provide leadership for major enterprise efforts related to Federal EHR implementation, PACT Act activities, access improvement, OPPE, and other VHA priorities.
  • Oversee contract execution, schedules, deliverables, staffing plans, and resource distribution across multiple workstreams.
  • Work closely with VA leaders and cross-functional partners to set priorities, remove blockers, and drive results.
  • Manage governance routines, risk tracking, performance reporting, and quality assurance processes.
  • Apply established project management methods and best practices to guide delivery.
  • Supervise analytics, KPI reporting, dashboard creation, and executive-level reporting tools.
  • Assist with budget planning, financial monitoring, and budget application support.
  • Spot opportunities to streamline work through process improvement and automation.
  • Lead change management activities for clinical, operational, and technology-based implementations.
  • Ensure adherence to VA requirements, federal regulations, and contract obligations.
  • Coach project managers and technical contributors while encouraging strong collaboration across teams.

Requirements

  • A master’s degree from an accredited school is required.
  • At least 10 years of progressive experience in healthcare program management aligned to the performance work statement.
  • PMP certification or an equivalent project management credential is required.
  • At least 6 years of experience supporting a large corporation or government organization in a program or project management role.

Preferred Background

  • A master’s degree in a healthcare-focused field such as Nursing, Healthcare Administration, Public Health, or a similar discipline is preferred.
  • 6 or more years of experience working with or supporting the Veterans Health Administration is highly valued.
  • Experience delivering enterprise clinical or healthcare technology solutions in a large healthcare environment is beneficial.
  • Strong command of organizational change management, process improvement, and implementation science is preferred.
  • Additional certifications such as Prosci Change Management, Lean, Lean Six Sigma Green Belt, Lean Six Sigma Black Belt, or similar are an advantage.
  • Solid knowledge of healthcare informatics, healthcare analytics, performance measurement, and reporting is preferred.
  • Experience with enterprise governance, executive reporting, and strategic planning initiatives is desirable.
  • Familiarity with federal healthcare operations, VA policies, and healthcare modernization programs is helpful.

Benefits

  • Medical, dental, and vision coverage
  • 401(k) and IRA retirement options
  • Basic, voluntary, and AD&D life insurance
  • Paid time off, including vacation, sick leave, and public holidays
  • Short-term and long-term disability coverage
  • Training and professional development support
