Role Overview

This position supports construction and repair efforts across the full project lifecycle, from early planning and design review through execution. The selected candidate will function as a subject matter expert in engineering or architecture and help guide diverse projects at Fort Liberty, NC.

Key Duties

  • Lead project management support for construction and repair work through predesign, design, and construction phases.
  • Use engineering and architectural knowledge to support a wide variety of project types.
  • Define project needs and prepare scope documents, performance work statements, independent government estimates, and related contract materials.
  • Handle contract administration across multiple procurement methods and service arrangements.
  • Work with user groups, contractors, and installation teams to keep construction activities coordinated and avoid avoidable disruptions.

Qualification Paths

  • GS-9: One year of specialized experience reviewing project planning documentation and assessing drawings or designs for structural feasibility; or a qualifying master’s degree, advanced graduate study, or education/experience combination.
  • GS-11: One year of specialized experience working on new construction, additions, or renovations, reviewing requests for compliance with construction standards, and helping develop construction costs; or a qualifying doctorate, advanced graduate study, or education/experience combination.
  • GS-12: One year of specialized experience applying professional engineering concepts to complex technical projects, managing projects across the full lifecycle, and reviewing plans, designs, and specifications for existing facility improvements or new construction. For this grade, experience must be used; education cannot substitute.

Basic Education Requirements

  • Engineer track: A bachelor’s degree or higher in engineering from an ABET-accredited program, or an engineering-related education/experience combination that demonstrates strong grounding in the physical and mathematical sciences.
  • Architect track: A bachelor’s degree or higher in architecture, or a related degree with the required semester hours in architectural design, structural technology, materials and construction methods, and environmental control systems.
  • Alternative qualification routes may include licensure, Engineer Intern/Engineer in Training status, passing the FE exam, specified academic coursework, or related scientific curricula with supervised engineering experience.
  • Foreign education must be validated as equivalent by an accepted credential evaluation service or by U.S. accredited coursework equivalency.
