Role Overview
The Manager Procurement is responsible for keeping procurement operations steady and effective across several markets. This position handles the daily delivery of CAPEX and OPEX procurement work, supports country teams to achieve accurate and compliant outcomes, and provides leadership to the people working in those markets. The role also acts as the main escalation contact for operational procurement issues and contributes to raising procurement maturity, improving working methods, and building a strong team that supports long-term growth.
Key Responsibilities
- Maintain smooth procurement execution across 4 to 5 markets, including CAPEX and OPEX activities, while supporting teams during busy periods, expansion, or temporary resource shortages.
- Prioritize and distribute workloads across markets so procurement tasks are completed on time and service continues during leave periods, peak cycles, and business growth phases.
- Serve as the first point of escalation for day-to-day procurement issues, resolving execution problems and partnering with Regional Category Leads when specialist input is needed.
- Apply procurement policies, standards, trackers, and reporting practices consistently across markets, and close gaps in documentation, compliance, and execution discipline.
- Align ways of working across markets by standardizing procurement methods and reducing rework, inconsistency, and inefficiency.
- Track procurement performance across markets, identify risks, supplier concerns, and process issues, and implement corrective measures to protect continuity.
- Create and run structured training and cross-market knowledge-sharing initiatives to build procurement capability and close skill gaps.
- Support onboarding and capability building for procurement team members to improve local maturity, knowledge transfer, and operational resilience.
- Lead, coach, and manage performance for country procurement teams, including development plans, training, and regular performance reviews.
Requirements
- Bachelor’s degree in Procurement, Supply Chain, Business Administration, Finance, or a similar field.
- At least 7 years of experience in procurement and project management, with 3 or more years in a leadership or people management role.
- A minimum of 4 years of procurement experience in the Middle East / MENA region, with understanding of supplier markets, regulations, and business practices in UAE, Qatar, Egypt, Bahrain, Kuwait, Iraq, Jordan, and Oman.
- Experience managing procurement operations across multiple countries and maintaining consistent execution standards.
- Strong background in operational procurement, including RFQs, tendering, commercial evaluation, contract execution, and supplier negotiations for CAPEX and OPEX categories.
- Proven ability to coach, develop, and motivate procurement teams while improving performance and sharing knowledge in a structured way.
- Solid understanding of procurement governance, compliance, and audit expectations, with disciplined use of policies, approval flows, and documentation standards.
- Experience in cross-functional, fast-moving environments, working with operations, finance, legal, and supply chain stakeholders.
- Working knowledge of ERP and procurement platforms such as SAP, Oracle, Coupa, or similar systems, including data handling, reporting, and tracker management.
- Strong analytical thinking, problem-solving, and decision-making abilities to identify risks, set priorities, and sustain operations during heavy workload or growth periods.
- Excellent communication and stakeholder management skills to align multiple markets and functions around common procurement processes.
- Strong organizational skills and attention to detail, especially for procurement records, contracts, approvals, and reports.
